A.  Executive Session called for by the Faculty Chair - 2:45 PM
 
1.  Committee Membership needs.  A general discussion was held on which committees needed volunteer members.  Ruth Frickle added information to the discussion and the general outcome was that most committees now have volunteers with Ruth assisting volunteer membership for committees that do not yet have full membership.  
 
Babs Cerna is on the Commencement Committee and Jerry Barclay is on the Discipline Committee.  Membership in the Health and Safety Committee will be directed to the Division Chairs for decisions on membership.
 
2.  Old Business:
    A.  Student Overload.  Senate discussed the definition of overload being students carrying more than 18 hours a quarter.  Gwen Spencer asked for advice and  guidelines on student overload.   She stated that the Educational Planning Department does not like students to take over 18 hours a quarter.  Katie Gulliford asked if the overload policy also affected non-academic courses.  Ruth Frickle suggested that this policy also be associated with the "Lingering Student" policy as there is a relationship here.  A full discussion of these policies could also be put in the school catalog.  Gwen Spencer said that it is the younger students who want to  take the overload course work. 
 
    B.  The Senate Chair, Phil Droke, brought up the "Fair Use" policy, stating that the senate evaluates the policy for general faculty awareness and then, this issue is discussed in the separate Divisions.
 
    C.  No Smoking Policy.  Senate members discussed the fact that since this policy was formulated and worked on, there has been about a 100%  turnover in student government from the initial student government members who first worked on the policy.  This becomes problematic as the history behind the policy formulation disappears as the students graduate and the policy may still need working on.
 
    D.  Policy on the College Gun Free Zone.  The policy governing the college gun free zone is very short, stating basically that no one can bring a gun on campus except law enforcement officers.  Alicja Baker emphasized that this policy was discussed in the faculty senate quite a long time ago so is not a new policy.  Phil Droke mentioned that the original policy addressed "weapons" and guns whereas now we will focus solely on guns. 
 
 
    E.  Policy on use of Campus Computers for Personal Issues.  Does the  Policy state how many outgoing e mail messages per week are allowed?  Faculty members stated that 10 outgoing e mails for week constitutes the "di minimus" standard of the policy.  Does the policy govern the amount of time a person can spend on personal e mail?  
 
    Phil Droke, Chair, stated that this discussion needs to be taken back to the divisions for a full discussion.
 
    Glen Avantaggio, Vice Chair, added that the Ethics policy at Highline states explicitly that a person can not use governmental property for personal e mail.  He also emphasized that the State was not going to change policies just because Highline faculty are not comfortable with the policy but that possibly college administrators could take a stand on issues such as these.      
 
3.  Lingering Student Issue.  Jeff Wagnitz explained that a product of our state's legislation concerned keeping students from "languishing"  in our college with a concurrent lack of academic progress.  The college is mandated to set up policies and procedures for monitoring this issue and the policies and procedures must be in by December, 2003.  These students are wasting tax payers money.  Glen Avantaggio volunteered to be on this committee.  Phil Droke suggested that faculty interested in the Graduate Review committee membership might be interested in the Lingering student policy committee and that we need one more member to work with Glen. 
 
4.  Health and Safety Committee Membership.  Glen Avantaggio emphasized that membership issues concerning this committee will be turned back to the the divisions for nominees.  Also suggested was that some faculty from the technical programs be on this committee.  This particular committee is mandated by law. 
 
    Ruth Frickle suggested that committee membership be re-looked at so that people in the tenure process could be eligible for committee membership.
 
5.  Phil Droke, Chair, asked for feedback on the Gun Policy, Ethics Policy, Acceptable use of e mail Policy.   He also stated that he would have Becky and Frank Cunningham speak at the next meeting about technical issues.
