Joy Smucker, J.D., is the chair of the Business Division at Highline Community College, located in Des Moines, Washington, 15 miles south of Seattle, Washington.   Prior to her election to the chair position, Joy was the department coordinator of the Paralegal Department and the Business Information Technology Department.  Both of these departments are located in the Business Division.  She received her J.D. from the University Of Puget Sound School Of Law in 1978 and she has taught in the paralegal program  at Highline Community College since 1994. 

  Joy has taught Civil Litigation, Legal Research and Writing, Criminal Law, International Human Rights Law and Ethics.  She has been a strong advocate for alternative teaching methods that are more inclusive and responsive to a variety of different learning styles.   She is particularly interested in the challenges and rewards of teaching in a classroom with a range of abilities and backgrounds.  Some of the pedagogical tools that she is most familiar with include coordinated studies and interdisciplinary instruction, learning communities, service learning and outcome based projects.

 In 1998 Joy was awarded a grant to develop a course on International Human Rights law.   She has taught this course for several years and has further designed a component to the paralegal curriculum called Legal Issues of Diversity/Globalism.   As a result of these initiatives, she now  serves on the Diversity/Globalism committee at Highline and teaches part time in the Culture, Gender, Global Studies department.

 Joy is an attorney, licensed to practice law in the State of Washington and in the Federal Courts.  Prior to her tenure at  Highline she was a trial attorney and the training coordinator for the Seattle-King County Public Defender's Association.   She has also worked in a private law firm that specialized in personal injury law and family law.
